Reponse to questions about HJR8 Balanced Budget Amendment to US Constitution

I have had several delegates and voters ask about why Utah's Legislature did not vote in favor of a Constitutional Convention to Amend the US Constitution to require a Balanced Federal Budget. I got approval from Dean to post his email and my response to his question.

Common core is a complex issue that usually takes a long time to address the many underlying issues.  I will try to boil it down to the relevant points.
